I'm curious as to if we can do the following:

In the same release, have a Windows 8.1 store application that targets 8.1 and 10 but also include a new version of our 8.1 application written exclusively for UWP Windows 10 but stick it on a Gradual rollout.  The idea is we want everyone to receive the 8.1 application unless they are selected for the gradual rollout of the 10 app.

Has anyone tried this, or have any insight if this will work?

We eventually want to discontinue the 8.1 application deploying to windows 10 targets, but considering the size of our user base, we obviously dont want to take advantage of the gradual rollout before we cut the cord.

Hello,

Because gradual package rollout feature only works to your UWP package, the customer not in the rollout percentage won't get your app update. All the customers can see the Store listing details that you entered with your latest submission. IF they are not selected, they cannot receive your UWP app acquisition or update.
