We've found and been able to reproduce the following issue:
- Create a plan in Project Pro with a simple WBS containing a few summary tasks having one or several sub tasks each.
- Collapse one or several of the summary tasks - rolling up the sub tasks.
- Save and Publish and check in the plan.
Switch over to the web interface and look at the published plan - everything looks fine.
Open the plan for editing in the web interface.
Now all collapsed tasks are gone and the summary tasks cannot be expanded - indeed, there's not even an 'expand' arrow available and trying the Outline/Expand ribbon button doesn't help.
Our problem is that we have different people preparing the plans, using the full-blown client, and other doing simpler work using the web interface only. One particular step in the preparation of the plan is to perform a number of operations on summary tasks only, thus naturally using the collapsed tasks state for this work and then publishing directly after that.
Setting a SQL trace reveals that all the tasks are retrieved from the database, meaning that the issue is introduced on the application server side of things.
I would appreciate if anyone with a workaround - apart from "don't collapse tasks before publishing" - has anything to add.

As far as I know, there is no February 2014 CU for Project Server 2013 since Service Pack 1 was coming out in April 2014. See Brian's blog:

Since you can reproduce the issue, I'd suggest to upgrade to the latest CU (march 2015) to see if it helps.
