We have an app which initiates an outbound call and would like to avoid leaving voicemail messages if at all possible. We have tried implementing as per the following article (http://msdn.microsoft.com/en-us/library/hh530044.aspx) however have found this to be very unreliable. The article mentions software designed to do the job of working out whether the call has been answered by a machine, however I have been unable to find any of this software. Does anyone have any experience of such software or could anyone suggest a reliable approach to this?

There's a related article that tries to do a better job by actually using a speech recognition grammar to distinguish between an answering machine and a human.  You can try that approach and see if you get better results.  Link to that is: Walkthrough: Detect an Answering Machine   However, making the distinction is never 100%.
