I need to write a server side plugin. Earlier, we have developed a client based on fastpath plugin in Openfire server. Now, I'm going to tailor Openfire server and moving my client to lync server. Since, lync server does not provide fastpath plugin features I'm going to develop a plugin similar to fastpath which will work for Lync server. 

 Does Lync server provides api to develop plugins?

If I understand what you want from the Fastpath description, you don't want to do this using a Server side plug in in Lync.  This is the type of thing that you use the UCMA SDK to write.  If you install the UCMA 3.0 SDK, there is a sample that shows how to build a contact center using UCMA.
