Searching on the Web it seems that this was working on Window s RC but I am getting compatibility errors on my Windows 8 RTM machine.  I twiddled the compatibility setting so setu.exe but hat didn't help.

I tried the toolkit which is available in the new Dev Centre and it worked except for XNA plugins in it. In a summary, you can develop Silverlight Apps, but no XNA yet.
