I am using webview in the app but edge/IE does not support all of the functionality of our website.  I would like to change this to chrome but I am not sure if this is possible.  I know you can on other platforms and it would be very unfortunate if not.

Unfortunately，it is not possible to do that in WebView Control of UWP. WebView in windows 10 is developed based on Edge. If you want to change the engine, it might cause security problems. Also, it is a very complex process to change the engine, it need lots of time to test. For your scenario, i think you could try to make some adaptations to your website for edge.
