Yes, the webview the same EdgeHMTML and Chakra JavaScript engines that Edge uses.  Pretty much anything that works in Edge should work in the WebView.

As long as your page includes references to the jQuery libraries like a regular page, then you shouldn't have problems using jQuery to access elements on that page.
