What I am trying to to is provide the user with a couple of options: For example
"Turn off"
"Take a Photo"
"Search for Dolphins" 
And using that string I want to activate the command, like cortana does when you say "Hey cortana ", MY COMMAND, but without voice interaction.
I dont mind doing that by calling cortana, or by any other way. I dont just want to search the web.
Can this be done?

I'm sorry to say that it is not possible to do that in UWP currently. This behavior is by design if the command is not defined in the command file.
