I am trying to understand the placement of the SmartArt as a whole, specifically the placement of the "North Carolina" hexagon.  Part of the problem stems from the fact that Excel 2013 (version 15.0.4517.1504) displays two versions of the smart art positioning between page layout view and print preview mode.

When you open the spreadsheet, you will notice a thin rectangle partly around the "North Carolina" hexagon in page layout view.  When switched to print preview mode, the rectangle more closely bounds the "North Carolina" hexagon.  I claim that in print preview mode, the smart art position shifted up.  In reviewing the XML data, however, I cannot explain this shift.

The hexagon with "North Carolina" is positioned at y = 801959.  That is sufficiently close to the end of the red double arrow at 805962.  Hence, I believe the page layout view accurately reflects the positioning of the smart art diagram.  However, the print preview mode shows the "North Carolina" beginning at the bottom of the green double arrow.  I cannot account for this difference and cannot find any information about this in the OOXML specification.  Is there some scaling of smart art that happens in print preview mode?
