What exactly is the error message you see logged in the event log?

If you see an error like "...(500) An internal server error has occured" then probably there is some problem with the client side code, probably the Web service on the client machine.

If you see, a response that says that there was a time-out, then there is a possibility that your web-service crashed or more particularly, failed to send out a response ( OK or UNSUBSCRIBE response).

In any case, it will be a worthwhile excercise to debug your web-service.

Normally, exchange retries failed/timed-out notifications at a regular interval, till the frequency (15 minutes in your case) is reached. I guess that it fails after 6 retries.
