No EWS is the API you would use to access a mailbox the address book/directory functionality that EWS is limited to resolving names and expanding distribution list. The best method to use to get all the mailboxes in forest/domain/ou or server is to use the Exchange Management Shell cmdlets such as Get-mailbox eg from C# http://blogs.technet.com/evand/archive/2008/04/01/using-c-to-get-to-multivaluedproperty.aspx otherwise you should look at using LDAP directly via System.DirectoryService and query you Global Catalogue servers for mailbox information.
