In settings I have the Screen Frame Rate = 60 but the resulting frame rate during capture varies between 10 and 13 making the capture very choppy looking.  I check my CPU and it is nowhere near maxed out.  I have a quad core and seems to have plenty of headroom.  How can I get the screen capture closer to 30 fps?

It depends on the content you are trying to capture (hd video etc will result in smaller fps), one easy way is to increase the bitrate so that more CPU will be utilized.  We don't max out the CPU usage and it is our intention.
