Bad idea.

If you change the system defaults at all, the chances are you will annoy the heck out of your users and get your software uninstalled with extreme prejudice. Certainly, any software which changed the way I look at numbers of dates would be back to the manufacturer for a full refund accompanied by a strongly worded letter so fast the paper would get crispy edges!

Users set the system for viewing numbers, dates etc. because that is how they want to read them, and input them. You do not have the right to change that, without their express permission - and you won't get that!

Find another way to sort your problem.
