The list of supported platforms is available here: https://developer.microsoft.com/en-us/windows/iot/explore/deviceoptions

Therefore your Raspberry Pi 3 should support IoT Core.

As to the third party add on module, I would recommend reaching out to the makers of the raZberry to see if they have instructions on how to make it work with Windows IoT Core as I have been unable to find any.
