When I try to build a windows phone and windows desktop app . But when I add the app it ask me to Get a developer license . But I got it but it says it go dead 12/23/14 . How do I get one that dose not go dead since Microsoft . dose not charge for dev. Account any more ?

The developer license is specific to a Windows 8 or Windows 8.1 device. They will always expire but this only means that you need to re-acquire a license on that device.
