Is there a way to set the effectiverights for an email item?

For example I am an Administrator and I basically don't want recipients to be able to delete an email I sent to them..

You cannot set EffectiveRights. EffectiveRights indicates what rights the authenticated user has against a given item/folder. If the authenticated user is the owner of the item/folder (that is, if accessing his own mailbox) then EffectiveRights indicates that the caller has all the available rights. If the authenticated user is accessing someone else's mailbox as a delegate, then EffectiveRights will reflect whatever delegate access rights the caller has on the destination item/folder. To change which rights the delegate user has, the Permissions on the destination folder must be changed by the owner of that folder, and/or a delegate has to be added to the destination folder by its owner.
