Using the above versions of the tooling I am able to build and boot SampleA using Test on a Raspberry Pi3. When I attempt to use RETAIL setting it builds correctly but fails just after the Windows symbol is displayed. The progress spinner never appears. Inside of RetailOEMInput.xml I noticed that the RPI3_DRIVERS were not included so I added those but the build still crashes at the same point.

Retail images do not allow test signed binaries (BSP drivers are test signed).

You can resign the bsp packages using buildbsp.cmd and also re-signcabs.cmd.
