The reason why is because Microsoft assumes that users know what they are doing when they use Microsoft Project.  I know by experience that if you attempt to delete a task with actuals on it, the software will warn you about what you are doing in a warning dialog.  But if a user is foolish enough to continue with the deletion, so be it.  The task is gone and so are the actuals.  And if a baseline has been saved for the project, the baseline data for the deleted task is gone as well.  So, for your PMs, this needs to become a training and performance issue.  Hope this helps.
