I have developped and publish an application targeted phone 7.1 (the version 7.1 appears under OS in my dashboard and only this version); when browsing the store with my device 7.1, my application is available - this is OK; BUT, when I browse the store with a device V8 (Lumia 620), I can find and install my application too ! is this normal ? targeting a 7.1 could only be available for a 7.1 (as I had planned to release another version for 8) ... no ? or I have missed something.

If you develop an app for wp7.1, yes it will be available for WP8 and WP8.1 too.
