I implemented Ads on my App, they were tested and working. Once I published I was able to test again. However, they are not consistent. Out of 10 times I open the app, 3 times will show ads. This is happening on two of my apps.

It is because of low fill rate. During higher fill rate you will see ads more consistently. Nothing you can do to change. Fill rate is different based on locations and availability. It changes (low or high) throughout the year.
