I am finding that campaigns of type Shopping are missing in the response of GetCampaignsByAccountId. Is it designed it to be that way? Which call should I use to retrieve shopping campaigns?

Yes this is by design to avoid breaking any clients who have not updated proxies to include the new Campaign properties for Bing Shopping Campaigns (CampaignType and Settings). You must include 'Shopping' as CampaignType when making the request. We have updated the documentation for GetCampaignsByAccountId to clarify.
