In production the pilot flag returned by GetCustomerPilotFeatures is 117 if you are in the Structured Negative Keywords pilot. Typically you would not be in the pilot unless you are working directly with an account manager. For production, we expect this feature to be generally available for everyone sometime soon in Q3, 2014.
