you could alwasy set up an XP Pro machine with Process monitor running or use dependancy walker and then run the isntaller through them, to get a listing of required files and such. from that its a matter of locating all the corresponding components that can satisfy those dependancies. A little involved but that will give you a workign embedded image that should support installation of adobe flash.
