I Have the Task Status Manager Approval set to disabled but the person who published the project is seeing task approvals in the Approval Center.  Is this the designed behavior?

The behavior I want is when someone submits their timesheet, I want it to go straight to the timesheet manager for approval.

What do you mean exactly by "set to disabled"? Did you do this with the permissions? I guess you're using PS2010 or 2013 with SEM?

If you don't want the status manager to have to approve the task updates, I'd suggest you to use automatic rules for task updates approvals. Then it will be automatically sent to the timesheet manager.
