One of the users in our environment is also complaining about same issue where she cannot see "SharePoint Workflow 2013 - Project Server" in SPD. However I haven't got chance to look into it yet. I will share if I find anything. The strange thing is that, I can see "SharePoint Workflow 2013 - Project Server" if I connect to same PWA instance from my machine. So I am suspecting issue might me machine specific.

Recently, I ran into issue where I was getting blank screen after opening project server workflow in SPD. I wasn't getting any stages, actions I added to the workflow. I resolved the issue by upgrading IE 10 and then installing update for SPD http://support.microsoft.com/kb/2837633
