ArcGIS is a product produced by ESRI.  VS doesn't include any templates or special support for creating ArcGIS projects, but ESRI apparently does.  A quick check on ESRI's site shows they have, for example, a product called ArcGIS Desktop SDK for the Microsoft .NET Framework.  Their site also has info for integrating ArcGIS into VS. http://edndoc.esri.com/arcobjects/9.2/net/73516929-d390-456c-84bc-c8f8a58b645a.htm
