Thank you for posting here.

Please make sure the release agent service account has the permission to run the command, you need to pass the agent service credential to run the ISDeploymentWizard.exe, thus it will not prompt to specify user and password to publish the ETL.

You can try to run the cmd locally to check if that works, if it works locally, then just set the permission of agent service account same as the local user which you run the cmd, or you can use the local user as the agent service account, then check it again.

Besides, please also make sure getting the command line syntax correct. The easiest way to get the command syntax is by copying it out of the wizard’s summary page.
