下载离线翻译 [英] Downloading Offline Translation

I downloaded Bing Translator for PCs onto my laptop.

I did so because it is supposed to be able to do offline translation.  This sounds great!

When I go to the "Offline Downloads" section, I do see the language combo I want to download (English  -> Chinese).

When I click on it, there is an option at the bottom to download it.  When I do so it says, "Downloading  115.52 MB" and downloads absolutely nothing.

My internet connection works, since I was able to post here.

I saw someone say they had managed to fix this problem on their laptop by fiddling with the power settings.  I went in and changed everything to "max performance, max power usage" but nothing was different.

What am I doing wrong?  How can I download this language pack?

Sorry about this. It should just work so this is odd. Besides asking you to retry, as our servers are working, I'm not sure what else to tell you.
