I am trying to use OAuth2 with Bing ads v9 and i keep on getting this error message

Did you or someone else link the Microsoft account to a Bing Ads account as described in Managing User Authentication with OAuth. The Microsoft account user must be linked to a valid Bing Ads account for authentication. Aside from that nothing is coming to mind immediately. I would then suggest that you escalate your SOAP to support.
