When I started using IoT core on RPi 2, deployment (as in the time after build to when device is running) used to be a few seconds. Now it takes 15 to 20 secs...albeit using a different PC.

There is no sign of activity (net or disk) on the Pi, and the PC seems pretty idle. I'm wondering if it's trying to connect to something beyond my network and timing out.

This 'may' be down to the fact that VS now deploys the debugger as well as your code now (if required). The debugger is not part of the image anymore. It comes from VS.
