It's a safe bet that it is NOT true. In my experience, people don't go around giving out huge sums of money over the Internet to people who never entered any contest. On the other hand, my experience is that many, MANY people give out variations of these type of notices with the hopes of eventually getting either access to your bank account or requesting some sort of bogus transfer fee from you.
