Is it possible to develop panels to add function to the encoder? I know that you can create a plug-in for publishing, but is it possible to create a panel that would allow you to easily sync slides or other content? If so, how would you go about developing this?

That funcationality isn't currently supported by Encoder. The model doesn't support dynamic panels or functionality.
