We have expression encoder pro in server machine. Our web application will catch client's webcam data using silverlight.

I would say that encoder should publish (push or pull) the encoded streaming to a windows server (with streaming services role installed) broadcast publishing point, and the web application should load the streaming from the media server. I know that you can broadcast live, just not shure about silverlight ability from the media server.
