We are in a situation where a set of users in our Organization are asking us to provide READ access directly on TFS collection DB and TFS Configuration DB. I know that this is not recommended path but do we have any documentation from Microsoft suggesting that this is not a best practice?

Thats is a bad idea, as you cannot gurantee that they cannot see something they shouldn't.
