I am trying to create an OS with Windows Embedded CE 6.0. Does anyone know how or what to use ? I've heard that you're supposed to use Visual Studio 2005. Is this correct?

You need Windows Embedded CE 6.0 itself, which comes with a VS2005 plug-in called Platform Builder.  There's an evaluation copy you can download from Microsoft, if you want to try it.  As you might imagine, it's not free, beyond the evaluation period.
