We have a TFS2015 instance (installed on a physical server) in my organisation, where everyone has a VS Professional MSDN subscription and has access to the TFS instance. TFS2015 was licensed with my VS Professional MSDN license.

So I think the users need at least one of above CALs to access test management. And I am not familiar  with the license issue, since the question is about a license issue, please call 1-800-426-9400, Monday through Friday, 6:00 A.M. to 6:00 P.M. (Pacific Time) to speak directly to a Microsoft licensing specialist, and you can get more detail information from there.
