Meanwhile, to activate developer mode, sideload apps and access other developer features, please have a look at this: Enable your device for development and it mentions "If your device is owned by an organization, some options might be disabled by your organization.", if your device meet this scenario, you need to confirm with your organization.

Under the part "Use group policies or registry keys to enable a device" of the above document, it also describes use gpedit.msc to set the group policies to enable your device or use regedit/PowerShell commands to set the registry keys directly to enable your device.
