I have been trying for a few days now to create a dev account so I can publish my app. Each time I go through the process I fill out the form and hit next. Then it asks me to sign in so I do that, even though I already am. Then I get a generic error with no info and no links. Just the message that says "Something went wrong. Please try again later."

This problem could be caused by the corrupted file in the browser. So you'd better clear your browser's caches and the temporary files from the Internet and try it again.
