has anyone tried to skype with a person while you were speaking with them first on the cell?

I may be wrong about this, but I believe the reason is the current Skype app is not the Windows Phone 8.1 version. The new version of Skype will be released later (hopefully soon and almost certainly before the general release of Windows Phone 8.1) and then the feature should work. Other 'semi-native' apps will also be updated to Windows Phone 8.1 versions in the future.
