I am working with a group of people and with some projects the page setup setting are not holding for a project. For instance, if you don't show the legend, close the project and then open the project again and print the same view, the page setup problems go back to the default. On SP2.

Since the print setting as saved with the file, it could be a matter of file corruption. Try saving the file as XML and then reopen in Project. Note: you will lose any custom formatting with this process.

Do the print settings now stay when you customize them?

I would also advise that the users have at least the June 2013 cumulative update. That particular update was after SP2 and fixed multiple issues. If you install the latest cumulative update (February 2014) it will include all updates but most of those since June 2013 are for very specific issues which you may not have.
