There are no native actions to add a task to a schedule for SPD. You can call the PSI (on premise) to add the task using VS2012, or possibly the CSOM / JSOM via a web service / REST call in SPD.
As for accessing the schedule, you can certainly query and read the schedule in a number of ways, including the PSI, JSOM / CSOM and even the Reporting DB. The mode of access will depend on whether you are using Project Server (on premise) or Project Online.
