我是团队管理员，我的队友已启用此功能。此外，我可以从New Work Item小部件添加工作项。
In the Backlog view (see snapshot below), the Add work item is disabled. I am the team admin and my teammates have this enabled. Also, I am able to add work items from the New Work Item widget.
