I attempting to create a set of default work items for a process template using the power tools process template editor however i'm unable to associate a relationship to child work items because the "All Links" tab fields are disabled:

Thank you for posting here.

Actually not only the ‘All links’ but also some other items are grayed out, that means we cannot edit them.

To customize the process template please refer to Customize a Process Template in Visual Studio Team Foundation Server for more info.

You can reference this article to create relationships between different work item types.
