One of my project managers want to move his project site away from Project Server 2010 to our SharePoint Server 2010 farm. Is this possible? Would I do this the exact same way as I move sites within a SharePoint farm?

Yes & No - it depends on what you/he means

Project Server 2010 is a Service Application installed on a SharePoint. You can choose to install this Service Application on a different SharePoint server and move the site to that SharePoint server.

The Project server site is dependent on this Service Application in order to work.
