3) As the basis for a resource calendar.  For example, let's say we have 100 resources on a project.  35 of these resources work 4 days per week, 10 hours per day (sometimes called "4-10's").  Instead of changing all 35 resource calendars to 4 days/10 hours, I would create a new base calendar, enter the 4 days and times that reflected the working times, and call it the "4-10 Calendar".  This is then assigned as the base calendar for those 35 resources.

A resource calendar is a calendar created by Project for each WORK type resource you enter in the resource sheet.  Each resource has their own calendar and it cannot be assigned to any task or to another resource.  By default, each resource entered, will assume the project calendar at the time of resource creation.  Resource calendars are not created for cost or material resources.
