I'm curious to know if Windows Media Server (or Adobe Flash server) would be able to playback a H264 file while it is being created.

Essentially, I intend to use Encoder 4 to create H264 videos, but would like them "playable" before the file is completely made. So, for example, if I am recording a show that runs from 3 to 3:30, I would like to playback the video at 3:05 and not have to wait for 3:30.

Encoder Live jobs do this. You can encoder to a IIS Smooth Streaming file with H264 and watch the streams as they are being encoded. You can create one or multiple streams and either stream them live or archive them locally.
