I sold my computer and uninstalled Visual Studio. Now I want to install it on a new machine, using my email address. How should I proceed?

If you were using VS 2015 Community on your old system then you must have already created the account that VS 2015 was using.  You should be able to install VS on your new system and use the existing account when it asks you to sign in.
