1. In TFS 2015, is it possible to customize the dashboard ? and make it fixed for all the users. No one should be able to modify it other than Project Admin.

2. Can we separately customizes dashboard for Project group users ? 

OR

3. Can we put restriction on dashboard tabs for different groups of users ?

Reason for the query: As dashboard is made available for each user in a team. What one does in dashboard gets reflected in
dashboard for all the users. I mean if a customized dashboard is created by Project Admin using TFS Web UI which is standard for the project, one (any Team member) could easily modify it and will reflect for every user. The standard dashboard will be changed !! Is there a way to freeze the dashboard tabs ? and could we standardized it using process template ?
