you can use the stsadm export / import commands or the PowerShell export / import commands. There is also a GUI available on codeplex to does this:

If this is a Project site, you would then need to edit the Project site address (PWA > Server Settings > Project Sites) to link to the new URL.

I would test this on a test site / site collection first.
