Nevermind, I was using the package installer for VS2015.

Honestly though, it was too difficult to find this package or to even ascertain that sourcing it externally was necessary. It is something that should be a part of the Visual Studio Installer. I can't understand how it wasn't the first thing included in the list.

I understand Microsoft removed it after purchasing InstallShield, but it should have been re-added as part of an update. 

Poor form. Truly, poor form. 

I find myself increasingly disappointed with Windows development. I thoroughly enjoy solving all manner of problems, the more complex the better. However, there is no enjoyment in having solved a Windows puzzle. The answer itself only makes me more angry than the actual problem ever did in the first place.
